Senator McGuire, Chair, moved and asked unanimous consent for the adoption of the Judiciary Senate Committee Substitute offered on page 777. Senator Gardner objected. The question being: "Shall the Judiciary Senate Committee Substitute be adopted?" Senators Coghill, McGuire offered Amendment No. 1 : Page 2, lines 3 - 11: Delete all material and insert: "WHEREAS, on April 3, 2015, the United States Department of the Interior, United States Fish and Wildlife Service, issued its Record of Decision on the Arctic National Wildlife Refuge Revised Comprehensive Conservation Plan, recommending that the United States Congress designate the coastal plain of the Arctic National Wildlife Refuge and other core areas of the refuge as wilderness, the highest level of protection, prohibiting oil and gas development in the refuge; and WHEREAS, on April 3, 2015, the United States Department of the Interior, United States Fish and Wildlife Service, issued its Record of Decision on the Arctic National Wildlife Refuge Revised Comprehensive Conservation Plan, which provides for the continued prohibition of oil and gas leasing, drilling, and extraction of oil and gas for commercial purposes, including all associated above and below ground facilities." Senator Coghill moved for the adoption of Amendment No. 1. Senator Gardner objected, then withdrew her objection. There being no further objection, Amendment No. 1 was adopted.
